- In large bowl combine water, oil and marinade mix. Add steak; stir to coat meat. Cover with plastic wrap and marinate in refrigerator according to package directions.
- In large skillet cook steak mixture over medium heat until meat is brown. Remove meat from skillet. Add bell pepper and onion to skillet. Cook until crisp-tender and most of the liquid has evaporated. Return steak to skillet. Season with black pepper and salt to taste.
- Preheat broiler. Place hoagie buns on baking sheet. Using slotted spoon, divide meat and vegetables among bottom halves of buns. Top with cheese.
- Broil sandwiches, 4 to 5 inches from the heat, for 1 to 2 minutes or until cheese melts and buns are toasted.
